No. There has been an unpleasant political aspect to the awarding of U.S. military decorations since the Revolutionary War. Joseph Rochefort who made it possible for the U.S. Navy to win the Battle of Midway was denied the Distinguished Service Medal for political reasons. During World War II, Jews and Asians routinely had Medal of Honor recommendations downgraded to lower awards. Recently, the DOD denied the Medal of Honor to Marine Sgt. Rafael Peralta for reasons neither the public nor the Congress can fathom. If you want to look at bogus awards for political reasons, Roosevelt's decision to give the Medal of Honor to General MacArthur would seem to be the most egregious example. The Democratic administration's award of the Bronze Star Medal to every Army infantryman with a CIB can be interpreted as a cynical attempt to win votes in the 1947 elections. Certainly the French government's award of the Legion of Honor to Charles Durning can be seen as bogus if recent reporting is to be believed.
Sometimes in war your enemies aren't always on the battlefield. Perhaps keeping an influential member of Congress happy was a good thing for the war effort."
